The converter adds the difference between the two UTC offsets to the original time. Formula: Converted Time = Original Time + (To Offset − From Offset). If the result falls outside the 0-23 hour range, it wraps around to the next or previous day. UTC offsets range from −12 to +14 hours. Most major cities have well-known offsets, though daylight saving time shifts them seasonally.
It is 14:30 in New York (UTC−5) and you want to know the time in Paris (UTC+1). Difference = +1 − (−5) = +6 hours. 14:30 + 6:00 = 20:30 in Paris, same day. If it were 22:30 in New York, the Paris time would be 04:30 the next day.
